Port Authority Gets New Vice Chair; Coscia Re-Elected Chair

Stanley Grayson, a Koch administration deputy mayor, was on Tuesday appointed as vice chairman of the Port Authority’s board of commissioners, taking the spot held by Henry Silverman, a Pataki appointee who will still serve on the board.
The position gives Mr. Grayson, president of municipal finance firm M.R. Beal & Company, the senior New York slot on the board, which is divided between New York and New Jersey appointees (though there is still a vacant New York slot: the state Senate is blocking Governor Paterson’s nomination of former M.T.A. chairman Dale Hemmerdinger to serve on the board).
The move comes less than two months after Mr. Silverman wrote the rest of the board to voice criticism of the tentative deal that had just been struck between the Port Authority and Larry Silverstein at the World Trade Center site, imploring the agency to seek more upside in the subsidized deal, among other criticisms.
The Port Authority also re-elected Anthony Coscia as its chairman, a sign that the new Republican administration in Trenton has been pleased with Mr. Coscia, an attorney at Windels Marx who is close to many New Jersey Democrats. Notably, he is a survivor in the powerful post, now serving his fourth governor since he was appointed by Governor Jim McGreevey in 2003.
