		<description><![CDATA[<p><strong>Wagner College will receive $15 million in funds</strong> to renovate two buildings on its Staten Island campus through a new lending facility that was introduced late last year by the city.</p>
<p><strong>The debt was part of $37 million</strong> approved yesterday by the Economic Development Corporation, the city organization that oversees the funding vehicle, which is called <strong>Build NYC</strong>.</p>

<p>Wagner will use the loan to improve and repair two buildings, the college’s historic Main Hall and a dormitory building. Main Hall, a striking Gothic building that is one of the scenic campus's most iconic structures, will receive a host of repairs, including brickwork and the replacement of its roof.</p>
<p>“Main Hall has served as Wagner’s signature building, a splendid example of collegiate architecture,” <strong>Richard Guarasci</strong>, Wagner College’s president said in a statement released by the EDC. “I am pleased, then, that we have been able to undertake this project. Once work is completed, this wonderful building will be... restored to its former glory.”</p>
<p>The rest of the money was granted to three other educational groups, <strong>the Corlears School, the Metropolitan Montessori School and Yeshiva Har Torah</strong>, which will receive $10 million, $9 million and $3 million respectively, all to refinance existing debt.</p>
<p>Build NYC is a funding window that allows non-profit groups and educational insitutions to issue bonds to finance real estate development projects and other construction related spending. The vehicle is not paid for by the city but private buyers of the bonds such as banks or other investors and offers below-market interest rates for the borrower because the proceeds on the debt are triple tax exempt.</p>
<p>The assistance provided to these institutions is further proof of Build NYC's growing importance to the City's non-profit sector," <strong>Seth Pinsky</strong>, president of the EDC and Build NYC’s chairman said in a statement. <p>The administration wanted stricter standards and crane operators to pass a national certification test; the union said that the administration was merely doing the bidding of real estate developers, who wanted to break their hold on construction jobs, and said that New York City was such a unique environment that a national test wouldn’t be appropriate.</p>

Maybe it was the fact that this was the first elevator safety hearing since two New Yorkers lost their lives in elevators in the past year. Maybe it was the fact that this was the first oversight hearing on elevator safety since 2003.</p>
<p>This in a city where most people live and work in high-rise, all serviced by some 60,000 elevators.</p>
<p>The main issue of the afternoon was two new elevator safety bills proposed by the council: one that would require existing elevators to be furnished with more safety devices and another that would require elevator workers to be licensed.</p>

<p>It’s hardly a scenario Seth Pinsky could have imagined in September 2008, when Lehman Brothers collapsed just seven months into his tenure as president of the New York City Economic Development Corporation (EDC), a non-profit subsidiary of the Mayor's office charged with fostering economic growth across the five boroughs.</p>
<p>At the time, Mr. Pinsky was a 36-year-old former lawyer and investment analyst, only a few years removed from a private sector gig refinancing real estate deals for the big banks as an associate at Cleary Gottlieb. <p>It’s hardly a scenario Seth Pinsky could have imagined in September 2008, when Lehman Brothers collapsed just seven months into his tenure as president of the New York City Economic Development Corporation (EDC), a non-profit subsidiary of the Mayor's office charged with fostering economic growth across the five boroughs.</p>
<p>At the time, Mr. Pinsky was a 36-year-old former lawyer and investment analyst, only a few years removed from a private sector gig refinancing real estate deals for the big banks as an associate at Cleary Gottlieb. He had one big win under his belt—jump-starting the World Trade Center redevelopment project—but he didn’t have “a political bone in his body,” as one insider put it. “People kept saying to me, ‘Wow, you’re the head of the Economic Development Corporation? We’re in an economic meltdown!’’ Mr. Pinsky told The Observer.</p>
